Fighting HIV and AIDS with unequal resources: HIV/AIDS funding discrepancy in the United States

Background: Perceived funding inequality among the states with the highest incidence of HIV/AIDS cases have been voiced by health care professionals and policy makers from these states. This preliminary study analyzed and compared HIV/AIDS federal funding between 2001 and 2004 to these states to identify funding trends and levels of disparity. Methods: We examined the federal funding available per person living with HIV/AIDS in each targeted state (TX, CA, NY, NJ, FL, MA). We looked at the average funding received per HIV/AIDS case by each state during the period according to specific areas of care including: prevention, treatment, housing, supplementary services, and total funding. Results: When compared to national averages, several states with the highest numbers of HIV/AIDS cases in the country have not received comparable funding from the federal government. While some of these states received significant funding above the national average per HIV/AIDS case, other states received hundreds of dollars bellow the national average per HIV/AIDS case. Conclusions: Discrepancies in federal funding were identified among states with the largest incidence of HIV/AIDS. Further research identifying the issues underlying the discrepancies is needed, particularly focusing on the professional and technical resources available to minority CBOs in an effort to evaluate their readiness and capacity to access funding. Moreover, the urgency of the HIV/AIDS pandemic calls to develop specific programs ensuring equitable and consistent funding.
