The San Francisco universal health insurance plan, signed into law on August 7, 2006 is a major victory for health access. It takes an innovative approach toward federal preemption of such local plans and builds on San Francisco's public health care system. More importantly, it makes covered employers pay their fair share of their workers' health care costs. As with any innovative policy, it faces challenges. But, if those challenges can be effectively handled, the plan will provide a template for advocates of universal health care coverage in many states and localities around the US.
