Various approaches have been implemented in an attempt to address the HIV/AIDS epidemic around the world. Yet, very few to date have done so within a human rights, or more specifically, sexual rights, framework. The National Center for the Prevention and Control of HIV/AIDS (CENSIDA) in Mexico has established itself as a leader in applying public health approaches with specific attention to gay rights. CENSIDA's commitment to this approach is evident in its partnerships with various organizations such as the Mexican National Commission of Human Rights, the Mexican Institute of Sexology (IMESEX), the Mexican Association for HIV Assistance (AMSAVIH), and numerous civil society organizations, Discussion of the CENSIDA campaign provides concrete illustrations of the intersections between HIV/AIDS and human and sexual rights.
This presentation will address myriad HIV/AIDS public health issues—disparities in disease prevalence and treatment, rights to care, equity in treatment (eg, MTCT programs for both child and maternal health), HIV testing policies—within the context of CENSIDA's programs. The presentation will also address the access to care and rights issues of concern for the segment of the population that may be actively involved in cross-border migration. Finally, the specific health and rights issues described above will be situated within a larger North American-Latin American framework in order to explore the global consequences and potential for improved health and respect for individual's rights.
