Public health ethics is distinct from clinical bioethics because of greater emphasis on the health of populations compared with that of individual patients, on health promotion and disease prevention, and by the need to balance public health against individual liberties. This session uses historical and current case studies to highlight cross-cutting central themes in public health ethics involving examples from disease control and emergency preparedness.
Learning Objectives: At the conclusion of the session, the participant (learner) in this session will be able to: 1. Describe how the population orientation of public health ethics serves to distinguish it from the individual-patient-focus of clinical biomedical ethics. 2. Identify cross-cutting ethical issues concerning disease prevention and health promotion using examples from disease control and emergency preparedness. 3. Analyze historical and current case studies involving core issues in public health ethics, including disease control and emergency response.
