Toward Affordable Health Care For All: Reflecting on Strategy
Growing public sentiment, energetic new activity, and new legislative initiatives for reforms in financing and quality of U.S. health care are now evident. But major disappointments have followed similar developments in earlier historical periods. If serious attention is given to strategy, it might be possible to avoid similar disappointment this time. Presentations at the session will reflect the speakers' thinking on the following matters: 1. What are the main challenges facing supporters of universal health care? 2. Will the growth in numbers of uninsured reach a "tipping point" (a systemic collapse?), where the sheer size of the problem will compel adoption of universal health care as national policy? 3. What is the most meaningful way to assess the political strength of the forces favoring universal health care, and what can we say about the strength? 4. What are the key ways to strengthen these forces, and what allies that could be essential for success are missing? 5. What sort of political alignment is needed for fundamental reform to occur? How can the movement help bring this about? 6. Can universal health care supporters win out as long as influential supporters of coverage reform diverge on policy? 7. Are efforts for incremental reforms essential to progress or are they diversionary? 8. What can public health organizations best contribute to strengthening the drive toward universal health care? Speakers: Diane Archer (Medicare Rights Center), Oliver Fein (Cornell U. College of Medicine), Alan Sager (Boston U. School of Public Health), Nick Unger (Universal Health Care Action Network).
Learning Objectives: At the conclusion of the session, the participant (learner) in this session will be able to: 1. Discuss the kinds of alliances, circumstances and choices that are likely to determine when we will achieve affordable health care for all. 2. Apply this understanding toward more effective advocacy and/or organizing in support of affordable health care for all.
