The research presented is based on a case study of a behavior-based program at a steel plant at Sparrows Point in Baltimore Maryland. The researcher is a steelworker, active in his union, who was involved, over many years, in the development of health and safety programs at the plant. The research describes the development of the program and evaluates the results, positive and negative.
