Politics and action research: Partners in the formation of healthy public policy

Use of scientific knowledge and sound data to inform public health policy is considered a core function of public health. Graduate students enrolled in the course, “Action Research and Community Health Policy” are asked to explore the integration of community based participatory action research with the legislative process. Student's select state legislative proposals develop understanding of the background that initiated the legislation, and critique the soundness and appropriateness of “research” and other data used to formulate the proposed legislation. Key stakeholders are interviewed, and students analyze the legislation to determine if it is data driven, has grass roots support, and is initiated with citizen involvement. The “politics” of the legislative process is explored as the bill makes its way through the legislative process. The roles of professional lobbyists and special interest groups are examined. Samples of legislative proposals and the student analyses will be presented emphasizing the application of community based participatory action research principles. Outcomes of the graduate student's work are showcased with recommendations for social and health policy change.
Learning Objectives: 1.Describe the impact of graduate student involvement in the political process to affect healthy public policy.
2.Analyze the impact of community based participatory action research on the political and legislative process at the state and local level.
3.Demonstrate the importance of clinical nurse specialists in community health nursing in the evaluation of qualitative and quantitative data used to draft policy legislation.
4.Understand the influence of politics and the political process in the formation of legislative proposals involving social and health policy.
