The Speakers' Bureau (SB) is a Los Angeles County Department of Public Health professional network dedicated to informing communities about urgent or emerging public health threats. Los Angeles County has approximately 10 million residents and presents health communication challenges with respect to population size, language and cultural diversity. Within Los Angeles County, the U.S. Census Bureau (2000) reports 50.9% White; 8.9% African American; 0.5% American Indian/Alaskan Native; 13.1% Asian; 0.3% Native Hawaiian/other Pacific Islander; and 47.3% Hispanic/Latino. These demographics present implications around developing and disseminating critical, time-sensitive public health information to Los Angeles County residents. The following SB framework was devised around these implications to effectively develop, review, tailor, adapt and disseminate curricula to approximately180 professional staff for implementation at the community level: SB Team Leader: receive requests for SB by executive staff; establish timelines based on issue; develop technical team with one lead program and “assist” programs as needed; maintains accountability to timeline. Subject Matter Expert/Technical Team: develop technical content and supplemental materials; present content for community education review. Community Education Review Team: establish stakeholder team to review and modify curriculum and supplemental resources for community, cultural, language and psychosocial appropriateness. Training Team: produce final curriculum product; plan and implement SB member training; maintain and update database of SB members. Tracking/Evaluation: develop and maintain tracking/evaluation system for community presentations. This framework highlights the collaboration and coordination of multiple internal stakeholders to facilitate and yield a high quality communication product in the event of pressing or emerging public health issues.

1)Describe the process for establishing a Speakers' Bureau network of local public health department professionals. 2)Describe the process for identifying a technical subject matter expert team within the local public health department infrastructure to develop a Speakers’ Bureau curriculum around a pressing or emerging public health issue. 3)Describe the protocol for developing and disseminating a Speakers’ Bureau curriculum around a time-sensitive “pressing” issue within a 24-48 hour implementation timeframe 4)Describe the process for reviewing and modifying Speakers’ Bureau curricula and supplemental communication tools to ensure cultural, psychosocial, and community level appropriateness 5)Describe the internal communication methods for disseminating information to the PH Speakers’ Bureau network 6)Describe the internal processes for planning, implementing and evaluating Speakers’ Bureau network training around a “pressing” or “emerging” public health issue 7)Articulate the process for evaluating Speakers’ Bureau presentations to the community 8)Articulate the protocol for tracking presentations disseminated to the community
