Jason Fernandes, BS , Senior Budget Analyst, Senate Appropriations Subcommittee on Human Development, Georgia Senate Budget and Evaluation Office, Atlanta, GA
Although several typologies have been developed to classify public health services into programmatic categories, little attention has been given to the legislative perspective on program designations. The state of Georgia's public health budget is used as a case study to describe considerations that are important to lawmakers and legislative budget staff when assessing the Georgia Division of Public Health's program structure. This case illustrates how legislative concerns over accountability and control as well as practical, political, and strategic choices influence the program structure.
