Developing countries as well as developed countries are faced with major mental health needs and particular challenges in organization, financing, provision, workforce development, and management/leadership. These are described and compared. A model of five core leadership competencies of persons in developed countries is reviewed and the degree to which this model is applicable to developing countries is explored. A new model for developing countries is created. The challenges of implementing this model including best methods of teaching are discussed, and a proposal for future activities is presented.
