Abstract
Entities firm has been the largest group that is not paying the National Health Insurance premium. The research investigate as the factors affect the firms not paying the premium and the relationship among those factors. Then to develop a preventive mechanism. The researcher connected telephone interviews with 50 sample firms random selection from this group has been premium. On the other hand gave questionnaire to 115 firms sampling from the group not paying premium regularly. The collected data used factor analysis、reliability analysis、T-testing、statement statistics、one way ANOVA、and correlations analysis. The results of statistics analysis show that firm poor finance conditions have influenced on paying premium or not. In condition change in management a business failure are important reasons is firms not paying this premiums. Therefore, Researcher suggest two ways to develop Preventive Mechanisms that the possibility that firms would reduce not paying premium and keep the National Health Insurance system stay steadiness. One way is make better audit time over insured firms. The other way is to develop an early warning system on the stratagem to factors affect firms of not paying premium.
