Crossing borders: An on-line tool for multi-jurisdictional collaborations and resource sharing

Whether man made, or naturally occurring, disasters do not respect political borders. Since emergencies range in size from small to massive, the need to acquire external assistance varies. A small and localized chemical spill may be adequately handled by a single political jurisdiction but a large scale infectious disease outbreak may not. The challenge is evaluating the need for cross jurisdictional collaboration under varying conditions. Once an assessment is made that cross jurisdictional agreements are needed, how can they be achieved? When should they be in place? Are there barriers to collaboration? What are the legal issues? Are there examples of successful multi-jurisdictional agreements? The easy to use on-line Guide to Multi-jurisdictional Collaborations answers these questions and contains examples of successful collaborations, assessment tools, multi-jurisdictional collaborative agreements between countries, state to country, state to native American nation, county to county and much more.
