Biographical Sketch: IAN HILL, MPA, MSW

Ian Hill is a Senior Fellow at the Urban Institute, possessing over 20 years of experience directing evaluation and technical assistance projects related to maternal and child health, Medicaid, SCHIP, and children with special health care needs. Mr. Hill is a nationally known qualitative researcher with extensive experience developing in-depth case studies of the implementation of health policies and programs, and conducting focus groups with consumers, providers, and health system administrators in a wide array of settings. Mr. Hill is currently directing a five-year evaluation of the Los Angeles Healthy Kids Program, a universal child coverage initiative, as well as the Institute’s portion of the evaluation of the David and Lucile Packard Foundation’s Insuring America’s Children initiative. Mr. Hill was also the director of Urban’s work on the Robert Wood Johnson Foundation’s evaluation of the Covering Kids and Families program, and he directed the qualitative components of two national evaluations of SCHIP. Previously, he was the Associate Director of Health Systems Research, Inc., a Senior Analyst with the National Governors’ Association, and a Presidential Management Fellow with DHHS. He received Masters Degrees in both public administration and social work from Syracuse University, and did his undergraduate work at the University of California at Santa Barbara.
