Biographical Sketch: Eugene G. Martin, Ph.D.
Dr. Martin is a Professor of Pathology and Laboratory Medicine at the UMDNJ - Robert Wood Johnson Medical School. He has been involved with HIV efforts since 1985 when he directed a large regional university serology laboratory that tested donated blood for HIV. He has been involved in numerous clinical trials of HIV testing methodologies including the 3 hr. HIV p24 screening assay, the HIV ˝ matrix assay, as well as investigational new drug applications to evaluate the potential benefit of NAT testing on pooled blood donations. He currently is a member of two CDC national taskforces tasked to define rapid HIV Point of Care Testing algorithms and Acute HIV Infection surveillance definitions.
He currently co-directs more than 80 licensed rapid HIV testing facilities as a part of public health efforts by the Department of Health and Senior Services, and the NJ Division of Addiction Services. The rapid HIV testing program (NJ HIV) in New Jersey is one of the largest, most centralized programs in the country currently responsible for testing nearly 120,000 individuals annually. NJ HIV was the recipient of the 2006 “Vision Award” from the Association of State and Territorial Health Officers, and is the first organization in the country to implement “Rapid-Rapid Testing” which employs two separate, independent rapid HIV tests to verify positive results and to provide for an immediate linkage to care.
