Biographical Sketch:
John Foster-Bey John Foster-Bey is the Vice President and Director of Policy, Program Evaluation and Research for CSR, Incorporated. He is currently managing a performance measurement and outcome evaluation project for the Bureau of Justice Assistance and a national evaluation of the effectiveness of community-based strategies to reduce cancer health disparities for the National Cancer Institute. Prior to joining CSR, from 2003- 2008, John was the senior advisor to the Director of Research and Policy Development at the Corporation for National and Community Services. In this role he provided the director with analytical and methodological support for a number of important studies on social capital, community service and volunteering. In addition, John also was the lead author on several studies on volunteering. Before coming to the Corporation, John directed a research program on workforce development and community economic development in a regional context at the Urban Institute. During this time, he authored several papers and book chapters including a study on how to improve the effectiveness of TANF work requirements. John also spent more than a dozen years as a senior program executive at the Ford, MacArthur and Northwest Area Foundation.
