BACKGROUND

There are various techniques that can be used to increase sales rates of tobacco to underage undercover decoys. Learn what has worked for Riverside County, CA since 2005 to catch almost double what the state health department enforcement is able to catch. For example, in one community the state found 25% sales rate, where our protocol caught 83% of the merchants (48 of 58).

LEARNING OBJECTIVE

Describe techniques and protocols used to increase rate of sales to decoys. Statistics will be presented showing the variation of sales rates based on type of store, gender of clerk, gender of decoy, and ethnicity of decoy.

The helps in planning decoy operations to include a diverse group of decoys and techniques they can use during the purchase.

CONCLUSION

Using more than one decoy per operation, allowing them to lie, and even having them show their ID are 3 of the many techniques to be presented that will increase your sales rates during tobacco decoy operations.
