201483 Chemical Security: Worker Participation

Worker participation in Chemical Securityis a right in that those who are at risk should be able to particiapte in their own protection. In addition, the employees of a facility are often those who know the most about its vulnerabilities and the feasibility of various security measures. The worker participation language supported by the coalition is modeled on mandates in the OSH Act and in the Clean Air Act amendments of 1990 as well as the worker participation requirements in a number of OSHA standards. Expanded worker particpation rights contained in union contracts inspired this language as well. Worker participation has proved effective in the health and safety arena, especially where there is a strong union to protect participation rights. The worker particpation language of the final bill will be evaluated to predict its effectiveness.
