212824 Public health insurance option in CaliforniaTuesday, November 10, 2009: 10:50 AM
When AFSCME made the public plan its top priority in the California individual mandate debate, the foundation of the public plan was to be the county health insurance plans that have been operating successfully in California since the 1990's. The county plans are unique in that they build their delivery networks on public hospitals and clinics while including private health care providers as well.
Although the individual mandate proposal before the legislature in 2007 was defeated, the proposal for a state public plan based on the county public plans will be before the 2010 legislature. This presentation will describe in detail how health care would be financed and delivered under the California public plan proposal.
