Malnutrition and poor education attainment remain major problems for school age girl in Pakistan. In a large scale demonstration project of over 400,000 girls from the poorest Districts of Pakistan malnutrition was due in half and school enrollment doubled. Despite demonstrated success at a very low cost per girl (7 US cents per meal per girl) this Government of Pakistan program was cancelled. An analysis of poor governance by the Government of Pakistan and donor agencies are useful in understanding this case story. Social justice is the frame by which the actions of government must be judged
