The Office for Civil Rights and Civil Liberties of the Department of Homeland Security investigates complaints of civil rights violations in immigration detention, and advises the Secretary and the Department on how to best protect civil rights in Departmental activities. The Department of Homeland Security administers Immigration and Customs Enforcement (ICE), which is responsible for the immigration detention system in the United States. The Department of Homeland Security is in the process of reviewing all aspects of care and custody for immigration detainees, including health and mental health services. The Officer for Civil Rights and Civil Liberties of the Department of Homeland Security will speak on the Department of Homeland Securities plans for reform and oversight of this system.
