Qualified on the content I am responsible for because: I am a Certified Correctional Health Professional; a Fellow of the American College of Medical Toxicology,and a Fellow of the American College of Emergency Medicine. For the past 23 years, I have cared for prisoners in a large urban emergency department that serves as a referral center for New York City Jails and is a frequent first stop for those individuals just detained and in the custody of law enforcement. I have served as an expert on Conditions of Confinement with regards to medical care and environmental conditions in Federal litigation in Mississippi, Nevada and California; and have written and advised on the environmental heat policy at Rikers Island jail. I am a member of the Working Advisory Group on Immigrant Detainee Health Care.
