Qualified on the content I am responsible for because: In the mid 70s I met Donald Campbell and received from his hand his unpublished paper Methods for the Experimenting Society, and became in his words his ambassador in Washington. The State of Massachusetts sought a grant application from my office but the evaluation design was faulty. I worked for a good design for the evaluation of their home care program. It may have been the first good evaluation of a Federaly funded social program. I am working with the American Statistical Association to see how we might improve evaluation at USAID. I proposed this session, with the Statistical Section, in order for us to ask ourselves how we might work for better evaluation in International Health. UNICEF spending 27 million dollars on work in Africa, with a faulty evaluation design, demonstrates the problem.
