4118.0 Diverse uses of the Healthy People initiate: From federal program planning to community evaluation

Healthy People 2010 (HP2010) is a federal public health initiative based on the notion that setting objectives and providing benchmarks to track and monitor progress can motivate, guide, and focus action. Throughout the decade, HHS has undertaken a number of efforts to increase awareness and use of the Healthy People initiative among key stakeholder groups. As the decade comes to an end, it is necessary to assess whether HHS was successful in disseminating its message about how HP2010 can be used by a diverse set of organizations and for a diverse set of purposes. In this panel, we ask the following questions: How was HP2010 utilized by different stakeholders including an HHS office, state, local and tribal health organizations, and a public-private partnership of community organizations? What do stakeholders want to see in Healthy People 2020 that will increase the scope and extent of use?
Session Objectives: 1. Identify the factors that allow HP2010 to be used as a performance measurement tool at the federal and sub-national level. 2. Assess the facilitators and barriers to use of Healthy People for different types of organizations. 3. Assess whether the development of HP2020 is in concert with current knowledge about the uses of HP2010.
