Public Health Informatics is the “systematic application of information and computer science and technology to public health practice, learning and research.” The unprecedented increase in the investment in health information technology (HIT) and the implementation of health information exchange (HIE) will enhance the reporting functions of health care and public health agencies and improve the quality of public health databases. In order to achieve these benefits public health information systems professionals (public health informaticians) must be involved in the planning, design, development, and implementation of the health information exchanges. The lack of qualified public health informaticians constitutes a major constraint to the integration of public health agencies and the information systems into the statewide health information exchanges and the comprehensive adoption and meaningful use of HIT. The strategic planning and implementation of sustainable health information exchanges will be enhanced by the involvement of traditional public health professionals who are also knowledgeable in the development and implementation of public health information systems. The purpose of this continuing education course is to introduce participants to the field of public health informatics and its relevance in the development of health information exchanges. Program Organization: This program is organized into two sessions. The morning session covers the fundamentals of public health informatics and information systems. The afternoon session introduces participants to the role of public health informaticians in the development of health information exchange strategic plans and sustainable health information exchanges.
Session Objectives: 1. Define what a health information exchange is and how it relates to public health 2. Discuss the roles public health can play in the development and utlization of a health information exchange
