252930 From Multi-payer to Single-payer: What Role for the States?

Over the last year, concerns over the limitations of the federal Patient Protection and Affordable Care Act (P-PACA) and political developments in states like Vermont and California have intensified interest in states' efforts to provide universal, publicly financed health insurance. In September 2011, the Milbank Memorial Fund supported an innovative consultation among state legislators interested in single payer health reform and health policy experts. Discussion focused on four themes: 1) Single payer system design issues; 2) Financing state-based single payer health; 3) From multi-payer to single payer – transition issues; 4) Grassroots and coalition building. This presentation will report on this first-of-its-kind meeting, designed to provide a forum for state legislators and policy experts to share ideas on how to structure and operate state single-payer systems.
