As health care reform moves forward, states must determine priorities and work to create and manage health insurance exchanges. While unions are weighing in on these issues, they are also working on quality reforms to improve outcomes and control costs. Unions also see the Patient Protection and Affordable Care Act providing opportunities to expand home and community-based services.
