253838 Best Practices of the National Public Health Improvement Initiative: Successes, Challenges and Meaningful Use

CDC's National Public Health Improvement Initiative (NPHII) aims to provide resources, including technical assistance and capacity building, to public health departments to improve and increase effectiveness and efficiency of public health systems across the nation. Such improvements include workforce capacity, performance management and quality improvement of public health programs and services. The National Association of County and City Health Officials (NACCHO) has been charged with identifying and disseminating best practices in health IT infrastructure within the context of limited resources. This session will share identified best and promising practices of successful implementation of public health information systems and integration with local and state health IT initiatives. The best practices highlight factors that contributed to successful implementation and integration of health IT systems but also have the potential to be replicated by other state or local health departments. Examples of how to incorporate reaching public health meaningful use objectives in to system upgrade and developments will also be discussed. Additionally, the presentation will include examples of barriers and challenges to implementation of these systems.

Learning Objectives:
1) Discuss the methods and means of identifying potential areas of improvement at the appropriate jurisdiction level 2) Compare different methods of utilizing health IT to meet and exceed public health meaningful use objectives. 3) Explain how improvements to public health infrastructure can be used impact clinical quality measures such as chronic and communicable disease management.

Qualified on the content I am responsible for because: I am qualified to present on this topic because I currently serve as project director for the National Association of County and City Health Officials (NACCHO) Health IT Capacity Building Assistance for the National Public Health Improvement Initiative (NPHII) project to identify and disseminate best practices in health IT infrastructure; Educational Tools and Resources to Support Meaningful Use of Electronic Health Records for AHRQ (as part of the HITECH Act) project; and serve as a senior staff member for the HRSA Health IT Technical Assistance Center which is charged with developing a public health online toolkit for community health centers.
