SHIPS are intended to provide leadership, direction and oversight for the development of a statewide plan to address the public's health. Equally important is the opportunity for SHIPs to support performance improvement of the statewide public health system and delivery of public health services in every state. Use of the CDC NPHPSP SPHS Assessment is key to establishing the foundation and momentum necessary for state health improvement planning. The quantitative and qualitative data derived from the process provides the information necessary to establish an effective statewide public health performance management system that strengthens public health services delivery and enhances public health system infrastructure. State health improvement planning is as much about the process of engaging the public health system to action as it is about identifying health priorities for improvement. It requires systems thinking and performance-based planning. Impacting priority health issues for improved health outcomes requires first and foremost, building the public health system infrastructure. This presentation provides an overview of how the NPHPSP SPHS process can assist states in creating a foundation for state health improvement planning by: 1) Engaging Their Social Capital, 2) Building A Shared Understanding of the State as a System, 3) Understanding the Dynamics Which Shape Their State System, 4) Link System Performance to Strategy, and 5) Creating Accountability and Motivation. Attendees will understand how the CDC NPHPSP SPHS assessment can be used to move from state health improvement planning to sustained and continuous state public health system performance to impact health outcomes.
