Lauren D. Rosenberg, MPA , Council of State and Territorial Epidemiologists, Atlanta, GA
In December 2011, CDC's National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention released “Data Security and Confidentiality Guidelines for HIV, Viral Hepatitis, STD, and Tuberculosis Programs.” The goal of these guidelines is to increase collaboration and integration across disease areas at the state and local levels. This document is intended to help state and local programs collect, store, use, and share data more securely through ten guiding principles. The development of standardized procedures in state and local jurisdictions will maximize the use of data for public health action and increase programs' ability to collaborate. The Council of State and Territorial Epidemiologists (CSTE) was asked develop training materials to accompany the guidelines to facilitate their implementation at the state and local levels. CSTE is working with its members, applied epidemiologists working in state and local health departments, to develop a webinar series and a toolkit of materials. These training materials, that will be posted on CSTE's website and distributed to state and local program staff, will provide details and examples to help programs operationalize the standards listed in the guidelines. The webinars will include an introductory webinar and webinars focusing on specific topics. The training materials will include sample data sharing agreements, confidentiality statements, and needs assessment materials. The presenter will give an overview of the process of developing the training materials and explain how the training materials will be used by state and local staff working in HIV, hepatitis, STD, and tuberculosis programs.
