A more systematic and informed approach to the application of health information is the key to establishing targeted community initiatives and increase healthcare access and quality. Broward Regional Health Planning Council's (BRHPC) Hospital Inpatient and Emergency Department Analytical System aims to utilize data mining and predictive analysis techniques to identify needs, develop programs and establish healthcare system delivery policies to address community health needs. BRPHC's nationally recognized web-based Florida Health Data Warehouse sub-divides into 3 databases: Medical Services/Diagnosis-Related Groups; Health Indicators; and Medical Facilities Utilization Reporting. These databases allow users to quickly run customized reports, which serve as a decision support tool for healthcare providers and planners. For instance, the Health Indicators database allows user access to six query modules: 1) Prevention Quality Indicators/Adults Avoidable Admissions, 2) Pediatric Quality Indicators/Avoidable Admission, 3) Inpatient Hospitalizations for Chronic Conditions, 4) Self-Inflicted Injury Incidence, 5) Emergency Department (ED) Acuity Stratification, and 6) NYU Algorithm ED Preventable Avoidable, which can be further stratified by hospital, patient demographics, payer source, and expenditure. Mapping and graphing tools have been developed to allow utilization data to be downloaded and organized by county or district. BRHPC is using this data to generate several reports for a quick view or an in-depth analysis of spending, utilization, and chronic disease states, such as Health Benchmarks, County Health Plan, and Community Health Needs Assessments. These reports are an integral tool for hospitals, health professionals and other health organizations to evaluate and prioritize health issues in their community and engage in collaborative action to address these health needs.
