272900 What's in it for us?? Possibilities, Perils, and Strategies for People with Disabilities in the Duals Demonstration

At the state and national level, people with disabilities have been actively involved in shaping ACA-related community living support initiatives, including the duals demonstration. The Disability Rights Education and Defense Fund (DREDF) has a long history of helping to develop, monitor, and disseminate information about evolving medical, behavioral, and long term support financing and care delivery strategies that impact people with disabilities across the country. This talk will focus on the development of national principles to inform advocacy across the country and the implication of those principles in the critical issues of system development, particularly in the duals demonstration. Among those issues are: network readiness and adequacy, specialty provider and service access to serve and accommodate people with complex conditions and impairments; structural interfaces and alternative models for building the interface between medical, behavioral and long term supports; and effective strategies for consumer involvement and monitoring of system development and outcomes. Critical research opportunities and needs will also be referenced.

Community living alternatives and supports have always been a major part of the focus of my work. Most recently, as Senior Policy Advisor for DREDF, I have been focusing on integrated care and financing strategies for community living support, including the duals demonstration that will be the focus of this session.
