Elective early term labor induction and cesarean section are common and increasing in the United States. The California Department of Public Health (CDPH) Maternal, Child and Adolescent Health (MCAH) Division allocated Title V block grant funds to the California Maternal Quality Care Collaborative to develop a toolkit on the “Elimination of Non-medically Indicated (Elective) Deliveries Before 39 Weeks Gestational Age.” In a first ever licensing agreement for MCAH, CDPH added March of Dimes to the partnership for further development of the toolkit as well as national and state dissemination. Simultaneously, CDPH-MCAH funded a local health department to lead county-wide adoption of strategies to reduce early term elective deliveries which not only led to reductions in elective deliveries but yielded a leadership implementation guide for other local health departments. The challenges, achievements and lessons learned from this project and the on-going partnership will be shared and discussed.
