Workforce planning is a process of forecasting future needs of a public health agency to have the right number of people with the right skills, experiences, and competencies, in the right jobs, at the right time. Workforce planning is a key element of any strategic plan since it is the people who must be in place to implement and achieve the objectives of the plan. Developing and implementing a workforce development plan are requirements for health departments of the Public Health Accreditation Board (PHAB) Standards and Measures. This session will focus on strategies for developing and implementing a successful plan that will meet PHAB standards and the needs of any public health organization.

This is an interactive session designed to help participants: • understand the key elements and activities of a workforce development plan, the purpose of these activities, and what resources are available to accomplish these activities. Participants will receive a workforce development plan worksheet. • understand and overcome the difficulties they may encounter in developing and implementing a successful workforce development plan.

Participants will brainstorm and organize the key inhibitors of implementing a successful workforce development plan. They will utilize a Blocks and Barriers Matrix to help analyze and understand the level of resistance of the blocks and barriers, why they exist, and how to overcome them. Participants will leave the session with an understanding of a strategy on how to both develop and implement a successful workforce development plan.

A white paper discussing the session and feedback from participants will be developed and made available for posting on websites. The white paper and workforce development plan worksheet will help public health organizations in their efforts to develop and implement successful workforce development plans.

This session will be repeated on Monday, October 29, 2012 from 2:30-4:00 PM as Session 3337.0.
