Qualified on the content I am responsible for because: Campbell’s Methods for the Experimental Society and work with him from 1972 got me into experimental evaluation. In the mid-70s Massachusetts changed their evaluation, perhaps the first Federally financed experimental. In 1989 I moved to my little indigenous village in Guatemala, working for programs to help the poor, but we have little encouragement from the rich, including Jesuits and USAID which supported LQAS for 25 years. Work now is evaluating Cuban based village health programs.
