NYC's EHR-based Population Health Surveillance System

With the national push to EHRs and health information exchange, health departments currently receiving and managing data resources may need to re-assess their content standards and data transport standards to capitalize on functionality now available in most certified EHRs, e.g. CMS eMeasures, the ability to receive data via HIE either through Connect or Direct standards, and HL7 templates including the Consolidated CDA.

NYC DOHMH has created a Public Health Surveillance system leveraging EHR-derived deidentified data and is learning about the opportunities and challenges of this data for public health purposes.

Identify the ACA and ARRA programs that impact health departments and identify opportunities. Discuss how EHR-derived data may differ from other data sources and be aware of some of the implications of those differences. List two concrete practices that can be replicated in other health departments.

Qualified on the content I am responsible for because: I have been working in public health for the past 6 years. I created the PCIP Quality Improvement team, lead PCIP and now lead several other divisions that intersect with health information technology. I am a frequent presenter at state, local and national conferences on the subjects of Health IT, quality improvement and meaningful use and have published several articles on the topic. I serve on the Board of the New York eHealth Collaborative.
