This presentation will emphasize that aid should be used to build in-country systems and that as all the aid effectiveness principles support, that strong and transparent governments will be able to direct more aid where they see the needs, not have donors decide what sovereign governments' priorities are. Ms. Barry will use recent Rwanda and Liberia experience as examples.
