Electronic health records (EHRs) hold great potential to improve the quality and safety of health care in the United States, but many existing EHR systems are not tailored to optimally capture or process health information about children. To correct this, the U.S. Department of Health and Human Services (HHS) has developed the Children's EHR Format. The new Format is intended to facilitate improved care for children, especially those enrolled in Medicaid or the Children's Health Insurance Program (CHIP). Its development, which was managed by Agency for Healthcare Research and Quality (AHRQ) in close partnership with the Centers for Medicare & Medicaid Services (CMS), was authorized by the 2009 Children's Health Insurance Program Reauthorization Act (CHIPRA). More than 20 child-specific topics are covered in the Format, including prenatal and newborn screening, immunizations, growth data, children with special healthcare needs, and child abuse reporting. The Format guides EHR developers in understanding the EHR system requirements for functionality, data standards, usability and interoperability to optimally support the provision of health care to children – especially those enrolled in Medicaid or the Children's Health Insurance Program (CHIP). In addition to providing guidance to developers, the Format can provide guidance for EHR system purchasers and policy makers. For example, policy makers and purchasers can use the requirements when assessing functionality of available EHRs.

Learning Areas:
Communication and informatics
Public health or related organizational policy, standards, or other guidelines

Learning Objectives:
Demonstrate understanding on how the current generation of Electronic Health Records does not sufficiently address the unique requirements of the delivery of pediatric care. Describe the critical functionalities, data elements, and other requirements that need to be included in an EHR in order to address children’s health care. Explain how the Model Child EHR format is readily accessible and adoptable by EHR developers for integration into their products.
