Gianfranco Pezzino, MD, MPH , Center for Sharing Public Health Services, Topeka, KS
Patrick Libbey, BA , Center for Sharing Public Health Services, Topeka, KS
The Center for Sharing Public Health Services (Center) is a national hub for 16 Shared Services Learning Community (SSLC) sites across the United States and into Mexico. These SSLC sites are made up of public health departments, policymakers, partners and their stakeholders who are working together across jurisdictional boundaries to explore, inform, track and learn about the implementation of regional and shared approaches to delivering public health services. These sites are using cross-jurisdictional sharing (CJS) approaches to learn how to more effectively and efficiently provide public health services to people within their communities. Combined, the sites received nearly $2 million in funding for this 24-month program which kicked-off in January 2013. The presentation will engage and encourage the audience to “Learn Along with Us”. The Center will select up to three sites to participate in a panel discussion and a question and answer segment. These sites will be working on a broad range of projects---from financial planning, and how to share staff pay and benefits across jurisdictions to sites that are learning how to convene a group of diverse decision makers, set goals, and compromise for the greater good. The sites will each give a brief statement about their project focus and identify their particular state of CJS: exploring, improving implementing. Audience members will compare the sites goals and objectives, current challenges, what each site hopes to gain from working within a learning community and what each has learned so far. We believe that the sites will have enough practical experience to be able to offer practical applications to their colleagues from around the county. The Center will work with the chosen sites to develop materials that will help tell their individual stories. The Center will ensure that these take-aways will be of practical use to audience members.

Describe the challenges facing public health today. Discuss some of the solutions that the Shared Services Learning Communities are finding in their work with cross-jurisdictional sharing. Explain how health departments, policymakers, partners and key stakeholders are working together to find solutions and share resources in an effort to increase the effectiveness and efficiency of public health service delivery. Identify how to on how to engage these stakeholders, create messages that resonate with this audience and get them on board for changes that need to be explored and implemented in the public health arena. Compare the different types of CJS models and tactics that are being used and implemented in this nationwide pilot program. Design Assess a variety of technical assistance tools that you can take back to your own community and put to immediate use. Name the Center staff and members of the SSLC sites so that you can become effectively engaged with this learning community and begin conversations with a group of public health officials, staff and stakeholders who are using CJS arrangements to improve public health service delivery in their communities.
