Emerging approaches in private sector integration into service delivery networks

A service delivery network that integrates private health facilities and providers into state-dominated public health systems for maternal and child health services is a relatively novel concept in many developing countries. With support from USAID, many regions of the Philippines are now developing approaches to formally integrate private sector providers into public health systems, and progress is moving beyond donor supported sites as other regions pursue similar approaches, including: a) updating referral systems to include the private sector; b) encouraging voluntary participation by private sector entities such as hospital owners, midwife groups, transportation organizations, NGOs, to join public-private-partnership groups to support the service delivery network; and c) development of policies at local level to organize public-private-partnership in support of the maternal and child health service delivery networks. By early 2013, service delivery networks with private sector participation had been launched in seven local government units, with strengthening activities ongoing in an additional 29. Emerging experience indicates that success with one or more approach will a) complete the process for the vertical and horizontal integration of the health system to make healthcare universal and holistic; b) allow the State to fulfil all its obligations in service delivery, regulation, financing, stewardship and governance; and c) re-emphasize primary health care. Maternal and child health -oriented public-private-partnerships and service delivery network formation in the Philippines are two parts of recent positive developments in people-oriented health reform in the Philippines. Effective management of these twin efforts will help the Philippines achieve better health outcomes.
