Biographical Sketch: Kay Johnson has been a leader in child health policy for 25 years. She has been active in Medicaid and children's health policy at the federal and state level since 1984 and served as an advisor to more than 40 state health and/or Medicaid agencies. Her expertise encompasses a range of maternal and child health issues. Ms. Johnson is a Research Assistant Professor of Pediatrics at Dartmouth Medical School and a Lecturer in Health Policy at the George Washington University. She also is president of Johnson Group Consulting. Formerly, she worked as the national policy director for March of Dimes; and senior staff at the Children's Defense Fund. Kay provided direct service to low-income families in child care and child development programs in the 1970s.
