Biographical Sketch: Ilya Plotkin joined PHF in December 2007 as the TRAIN Program Assistant and became the TRAIN Program Administrator in April 2009. In this position, he manages TRAIN marketing and growth and liaises with affiliates of the TRAIN learning management system. Ilya graduated from The George Washington University in 2007 with a B.A. in International Affairs and Psychology. In 2011, Ilya completed a M.A. in Security Policy Studies from The George Washington University.
