Biographical Sketch:
Jennifer Howard (MPP, University of Erfurt, Germany, MSW, University of Michigan, Ann Arbor) is a Senior Research Analyst at IMPAQ International. Ms. Howard currently serves as Project Manager on the Centers for Medicare and Medicaid Services (CMS) National Balancing Indicator Project related to state balancing of long-term support and service (LTSS) systems. She also provides support on a multi-year Administration on Aging project evaluating aging and disability programs and services. Ms. Howard has substantive knowledge of LTSS programs and policies for adults with disabilities and older adults. Ms. Howard has worked on disability and aging program evaluation projects at the state and national levels. Prior to joining IMPAQ, Ms. Howard worked as a senior researcher for a leading disability advocacy organization where she directed the organization’s research agenda and collaborative research efforts as well as a research consultant on several state evaluation and research projects related to LTSS policy.
