Developing the blueprint to end the HIV epidemic in New York State by 2020

On June 29, 2014, Governor Andrew M. Cuomo announced a three-point plan to reduce the number of new HIV infections in New York State to just 750 [from an estimated 3,000] by 2020 and achieve our first ever decrease in HIV prevalence. Ending the Epidemic (ETE) in New York State will maximize the availability of life-saving, transmission-interrupting treatment for HIV, saving lives and improving the health of New Yorkers. 

The three-point plan intends to:

  1. Identify persons with HIV who remain undiagnosed and link them to health care.
  2. Link and retain persons diagnosed with HIV in health care to maximize virus suppression so they remain healthy and prevent further transmission.
  3. Facilitate access to Pre-Exposure Prophylaxis (PrEP) for high risk persons to keep them HIV negative.

On October 14, 2014, Governor Cuomo announced the Ending the Epidemic Task Force in support of his three-point plan.  The Task Force met five times from October 2014 to January 2015 to develop and synthesize recommendations to be presented in New York’s Blueprint to end the epidemic.  The ETE Blueprint is structured first to include the three points of the Governor’s Plan, but also includes other recommendations to minimize new infections and inhibit disease progression.    

Participants will leave this session with an understanding of how the ending the epidemic initiative became a reality in New York State.  The process utilized by the Task Force will be explained in detail and final recommendations included in the Blueprint will be reviewed and discussed.

Explain the recommendations included in the final Blueprint document. List next steps taken to implement recommendations included in the final Blueprint document.
