Issue

The Smoke-Free New Orleans Ordinance is a controversial policy that prohibits smoking in all bars and casinos effective on April 22, 2015.

Description

Leading up to the introduction of the ordinance, The Louisiana Campaign for Tobacco-Free Living (TFL), strategically developed a special studies portfolio and media campaigns in order to support smoke-free and tobacco-free policies at the state and local levels. This presentation will describe our post-ordinance evaluation plan and share early results; inclusive of post ordinance air quality monitoring studies (a companion to our pre-ordinance studies), enforcement/compliance data, trends in revenue, perception survey data from bar owners, managers, employees, and patrons, as well early trends in cessation service utilization via surveillance of the Louisiana Quitline.

Lessons Learned

At the time of the presentation, we will have 6 months of data. Anticipated areas of discussion include: surveillance system design, challenges in monitoring compliance, and Quitline utilization.

Recommendations

It is important to develop a strategy for evaluating ordinance implementation and impact early to ensure timely data availability.
