Evaluating the National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care

Released by the U.S. Department of Health and Human Services (HHS) Office of Minority Health (OMH), the enhanced National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care (the National CLAS Standards) are a tool to incorporate culturally and linguistically appropriate services (CLAS) in all policies within health/health care organizations. However, organizational application and interpretation of the National CLAS Standards is generally unknown. Recognizing behavior may vary by organizational type, OMH has planned a comprehensive, multi-component evaluation of the National CLAS Standards to understand the nature and extent of awareness, adoption, and implementation of the National CLAS Standards in multiple sectors.

This presentation will provide an overview of the guiding evaluation questions, approaches, and methodologies employed across three assessment projects. OMH is sponsoring a project to examine awareness, knowledge acquisition, adoption, and implementation of the National CLAS Standards among health/health care organizations and leading another project to assess these processes within HHS. OMH is also collaborating with the Centers for Disease Control and Prevention’s National Center for Health Statistics to examine CLAS provision and National CLAS Standards awareness and knowledge among physicians using the National Ambulatory Medical Care Survey, a nationally representative provider survey.

 Findings from this comprehensive evaluation, particularly the highlighted projects, will provide descriptive data on the continuum of adoption and implementation of the National CLAS Standards among health/health care organizations, across HHS, and among physicians. This information can be used to support National CLAS Standards implementation and CLAS provisions of the Affordable Care Act.
