Healthy People: Public health in the United States since 1979

Background: Healthy People 2020 is a national initiative that sets health goals for all Americans and a time by which to achieve them.  Healthy People 2020, however, is the newest version of an initiative that started with the first Healthy People document in 1979.  Five years away from the deadline of Healthy People 2020 this study examines the progress from the first

Methods: This study critically analyzes the Healthy People documents—what is missing, added, has been changed--to determine how each follows from the one before and insights into the accomplishments of public health in the United States.

Results: Healthy People 2020 recreates and expands on issues with previous documents, including clarity, broadness, and goal proliferation.  Current problems in achieving stated by the deadline might be linked to structure of the documents and larger goal-setting.

Conclusions: Over 35 years of setting goal setting requires assessment of the usefulness of this documentation to the mission of national public health.
