SOAR to Health and Wellness: A New Federal Training on Human Trafficking for Health Care Providers

Human trafficking, also known as modern day slavery, is a multi-billion dollar federal crime that involves the exploitation of a person using force, fraud or coercion for the purpose of compelled labor or a commercial sex act. When the victim is a minor under 18 years of age evidence of force, fraud or coercion are not required for prosecution of the trafficker. The SOAR to Health and Wellness training for health care professions educates individuals to “Stop, Observe, Ask, and Respond” to human trafficking.  This new initiative from the U.S. Department of Health and Human Services is part of the five year Federal Strategic Action Plan on Services for Victims of Human Trafficking in the United States. The Plan requires federal agencies to address critical knowledge and skill gaps for their respective stakeholders. A literature review and Technical Working Group comprised of health care providers, survivors of human trafficking and other subject matter experts informed the training's development, implementation, and evaluation. Numerous federal subject matter experts and other stakeholders also provided feedback. The presentation will provide highlights from the SOAR to Health and Wellness training, lessons learned, and a discussion about the expansion of the tool.
