Steps to Enacting a Tobacco Retail License - A Case Study of the City of Newburgh, New York

The City of Newburgh New York enacted a law on January 12, 2015 to reduce the number of tobacco retailer stores in the city.  This law will prohibit tobacco sales, tobacco paraphernalia sales and the sale of electronic smoking devices within 1000 feet of schools; requires store owners to purchase an additional tobacco license and also requires store owners to comply with various zoning laws.  The concept for the law was generated by a grassroots community coalition whose purpose is to reduce drug use in the city. POW’R Against Tobacco, a NYS contractor with the NYS Bureau of Tobacco Control partnered with Team Newburgh, a Communities that Care Coalition to educate the community and elected officials about the issues regarding tobacco and tobacco paraphernalia marketing and sales near schools and possible solutions.
