Healthcare Financing of Healthy Homes Services: Asthma Case Studies

Tuesday, November 3, 2015 : 8:50 a.m. - 9:10 a.m.

Mary-Beth Malcarney, JD, MPH, Department of Health Policy & Management, Milken Institute School of Public Health at the George Washington University, Washington, DC
Healthcare financing of home-based asthma services requires more than just having the right Medicaid policy in place. As a follow-up to a 2014 survey identifying states with Medicaid policies in place to provide coverage for home-based asthma services, the National Center for Healthy Housing, the Milken Institute School of Public Health at the George Washington University and other collaborators have conducted a series of interviews with state Medicaid agencies, state and local health departments, advocates, and providers of healthy homes services to better understand what it takes to put home-based asthma services in place.  Two case studies of Medicaid coverage of home-based asthma services, in Delaware and California, will be presented, with an emphasis on describing how the program operates, how the policy was put in place, barriers to implementation and lessons learned that may benefit public health agencies in other states.
