Evolving Health Strategies in South Sudan and the Role of Performance Based Incentives

The Rapid Results Health Project (RRHP) in South Sudan is a three year (Jan 2013-Dec 2015) program designed to improve the delivery of high impact primary health care (PHC) services in 24 counties and 284 health facilities of Upper Nile and Jonglei states in South Sudan. Under the framework of Universal Health Coverage (UHC) and collaborating with the Ministry of Health (MOH) of South Sudan, IMA World Health has introduced performance-based contracting (PBC) for county hospitals, county health departments and health centers. Monthly block grants are awarded to health institutions based on a sliding scale of performance. The approach aims to give health institutions an incentive to meet targets which indicate improvements in health service delivery.
